Harris had his own views too about the types of bomb his aircraft should be delivering. He had always been a believer in the superiority of high explosive bombs — the bigger the better - over incendiaries, but by the time he became C-in-C studies of the Luftwaffe's bombing campaign against British cities in 1940-1 had persuaded the Air Ministry of the virtues of heavy incendiary attack and led the Air Staff to urge him to target Liibeck and Rostock. When Freeman subsequently appraised these operations in a letter to Harris he attributed their success, particularly at Liibeck, to the heavy concentration of 4 lb incendiaries which had overwhelmed the defences. 'If we are going to rely on incendiaries for our results,’ wrote Freeman, ‘we should go the whole hog and not allow the proportion of HE carried to detract from our chances of starting a really satisfactory conflagration.’ Harris was not entirely convinced; for one thing Liibeck was an exceptional town, built more like a firelighter than a human habitation. He went on: ‘I am always being pressed to concentrate entirely on incendiaries but I do not agree with this policy. The moral effect of HE is vast. People can escape from fires, and the casualties on a solely fire-raising raid would be as nothing. What we want to do in addition to the horrors of fire is to bring the masonry crashing down on top of the Boche, to kill Boche, and to terrify Boche; hence the proportion of HE.’ Moreover the damage caused by HE to water mains and other services greatly helped the fires to spread. In his judgement, therefore, the weight of bombs used in city attacks should normally be in the proportion of two-thirds incendiary (4 lb and 30 lb) to one-third HE, mainly big blast.
