Да ругалось на не поддерживаемый режим 32 бит в alsoft.ini(но я думаю не столь важно это)
В следующем эксперименте для чистоты удалил:

Запускал через _cmd.exe, добавил в исключения защитника виндоус файл il2fb.exe для гарантии
Словил не запуск и вот такую запись по ходу попытки запуска
