I can't really comment about the radar functionality or anything else since they are really old stuff and probably full of bugs. I have even no idea how old they are since L13 haven't done any work with zip files for a some time. It doesn't benefit anyone to distribute some old buggy work, so please delete those files.
All L13 work will be available for everyone eventually. And without any "donation fees" to be able to download.
I would still like to remind you that L13 has been fixing
your work. We made lot of corrections to the I-16 type 5 external and the pit. Screenshots here:

If you wish to continue this co-operative relationship, then I advise you to change your attitudes and remove the files.
And don't bother with the fake russian. We have few russian members besides Lefty & Blitz who can read this.
