Проканало, в итоге получил вполне приличный на мой взгляд зимник, с незамерзшими реками -морями. Хотя с текстурами конечно "поиграться" еще нужно.

зы: папку сделал дублем, обозвал:

uzav_West_Prussia

строка в файле алл.ини
uzav_West_Prussia uzav_West_Prussia/load_w.ini
